Your guide to PAGCOR-licensed online casinos

PAGCOR’s records change every few months, e-wallets no longer link to casinos, bonus rules have new legal caps, and some of the most searched games are not approved here at all. A score here is a desk review, not a promise about your experience. It rewards what we can verify from outside an account: whether the exact address is on PAGCOR’s records, whether bonus and payment terms are public, which e-wallets the operator names, how many licensed game types its record covers and whether it publishes responsible gaming tools. Two things it deliberately ignores are the size of a bonus and the operator’s marketing. The ranking also moves. When our checks found that one operator’s promoted address was not the one its PAGCOR Guarantee entry links to, its score came down a full point, and the table above changed with it. We would rather correct a score in public than keep a tidy list.

What our 2026 checks of PAGCOR’s records found

Reading PAGCOR’s documents closely turned up more than we expected. Five findings shape how we write every page:

1. The directory is smaller than it wasPAGCOR Guarantee displayed 91 entries in January 2026 and 72 on 24 September. One brand was added and twenty disappeared from view, among them Playtime, which has become PT Gaming. An old screenshot of the directory is not proof of anything today.
2. The registers keep growingThe list of Gaming System Administrator brands went from about 350 to about 400 domains between January and September, and the licensed-casino list added new brands from the operators of Okada Manila and Newport World Resorts.
3. The two sources do not always agreeA brand can be in a register but not in the directory, or linked in the directory to an address the register does not list. We treat those gaps openly and score them, rather than hiding them.
4. Some famous games are not approvedSpribe’s Aviator, and several slots Filipino players search for, are in none of PAGCOR’s 120 approved-games lists. Others that look unfamiliar, such as Habanero’s Lucky Durian, are approved.
5. Offshore licences mean nothing nowPAGCOR cancelled all offshore licences effective 15 December 2024, so a site or article that still waves one around is out of date at best.

None of this requires special access. Every document we used is public on PAGCOR’s websites, and our PAGCOR licence guide shows how to check a site yourself in a couple of minutes. We publish the findings because most players never have the time to read a hundred-page PDF, and because the gaps between sources are exactly where look-alike sites operate.

Where to start if you are new

If you have never played at an online casino, or only on an app someone sent you, this is the order we suggest. It is the order our own reviews follow, and it protects your money before it touches any bonus:

1. Learn the game for free firstTry a slot in its studio’s official demo, such as JILI’s Super Ace. Our free casino games section links only to demos on the studios’ own sites.
2. Pick a site from PAGCOR’s recordsMatch the exact address in PAGCOR Guarantee. A familiar logo or a “PAGCOR licensed” badge is not enough.
3. Verify your account before you depositID checks are required before withdrawals anyway, and several small bonuses are released only after verification.
4. Check your wallet’s limitsA Basic GCash profile can receive only ₱5,000 a month. Upgrading first saves a withdrawal from bouncing.
5. Set a deposit limit on day oneLicensed operators must offer betting limits and self-exclusion. Use them before you need them.

Two habits matter more than any of those steps. Type the casino’s address yourself instead of following links from messages, agents or social media posts; and never pay a casino through a personal GCash or Maya number. Those two rules alone avoid most of the problems readers ask us about.

Paying with GCash and Maya in 2026

E-wallets are how most Filipino players pay, and the rules changed in 2025. On 16 August 2025, following an order from the Bangko Sentral ng Pilipinas, GCash switched off gaming access in its app and Maya removed gambling links from its Games feature. You can still pay with both, but only from the cashier inside a casino’s own website or app. In September 2026 the BSP was also reported to be consulting on stricter vetting of casino merchants, so expect the route to keep tightening rather than loosening.

PayPal and Neteller are the two methods readers ask about most that do not fit the local picture: no PAGCOR-listed operator we score names either on its payment pages, and the sites that advertise them to Filipinos were not on PAGCOR’s records when we checked. Bonuses: what is real in the Philippines

Search for a casino bonus from the Philippines and you will see offers of “₱500 free” and “200 free spins”. Look at what PAGCOR-listed sites actually advertise and the picture is smaller and more honest: 20 no-deposit spins on a JILI slot, ₱30 to ₱100 credits after verification, deposit matches from 10% to 120%, and cashback within the limits PAGCOR set in May 2026, 1.5% of turnover for rebates and 15% of net losses for cash-back. The bigger numbers mostly belong to sites with no PAGCOR record, or to deposit offers dressed up as free ones.

Three questions decide whether any bonus is worth taking, and they are the same questions our bonus guides answer for each offer we list:

• What must you do first? Register, verify, deposit or enter a code, and whether that code comes from the operator itself.
• What must you bet before withdrawing? The wagering multiplier and what it applies to, the bonus alone or deposit plus bonus.
• Which games count? Some bonuses exclude whole studios; one listed operator’s welcome bonus does not count Pragmatic Play or PG Soft slots at all.

Games: demos first, and check what is approved

The game pages on this site do two things that most game reviews skip. They say whether the game is in PAGCOR’s approved lists at all, and they use the studio’s own published figures before anyone else’s. That second point matters because studios publish very different amounts of information. JILI shows volatility and maximum win for every game, and a free demo, but no RTP. PG Soft, Pragmatic Play, Fa Chai and NetEnt publish RTPs. Hacksaw and Habanero publish several RTP settings per game, as low as the high 80s, which means the version a casino runs can change what a game costs you.

Five searched titles, including Jeepney Scatter and Queen Bee, are not approved, and their pages open with that warning and point to approved alternatives.
